Older Slabs in Decoto and Old Alvarado
The city grew out of three older communities. Alvarado, Decoto and New Haven joined to become one city in 1959, and Alvarado had once been the first county seat of Alameda County. The city's Housing Element still names Decoto and Old Alvarado as its two oldest neighborhoods.

The usual methods are the calcium chloride test (ASTM F1869) and in-slab humidity probes (ASTM F2170), and coating makers commonly cap a vapor emission rate of 3 lb per 1,000 sq ft over a day, or an internal relative humidity of 75%, though each product sets its own limit. If a reading comes in high, coating makers call for a moisture-mitigating primer.
The weather matters for timing too.
